IAD's -2° reading was its first subzero low since way February 6, 1996. It just missed the daily record of -4° from 1978.

See Ian's write-up from earlier this month -- http://www.washingtonpost.com/blogs/capital-weather-gang/wp/2014/01/06/crazy-cold-polar-blast-likely-to-rank-among-d-c-areas-coldest-in-decades.  It's also interesting to note that there was a 14-degree difference in the low at Dulles vs Reagan (+12) this morning.  This type of difference happens when there is a snow cover and a clear night during an Arctic cold front.  On January 28, 1987, following the famous "Double Whammy" snowstorms of January 22nd and January 25th-26th, the morning low was +7 at DCA, but -17 at IAD.

Absolutely. I lived in the DC area for a few years back in the 1990s. Dulles is a "radiator" and there can be some very large differences in low temperatures.
