yeah we are far enough south that the sun is warm year-round.  I remember bright sunny winter days in NY where you didn't feel that warmth.

We’re right near the southern edge of true winters where it can “usually” reliably snow, at least a little bit. I don’t think I’d want what NE/New England gets…it’s like a 5 month winter. More clouds, too. Maybe when I retire.

...WINTER WEATHER ADVISORY IN EFFECT FROM 4 AM TO 1 PM EST
TUESDAY...

* WHAT...Freezing rain expected, with some snow and sleet possible
  for a few hours. Total snow and sleet accumulations of less than
  one inch. Ice accumulations of a light glaze to one tenth of an
  inch, with up to two tenths of an inch on the ridges. Winds
  gusting as high as 40 mph.

* WHERE...Portions of western Maryland, western Virginia and
  eastern West Virginia.

* WHEN...From 4 AM to 1 PM EST Tuesday.

* IMPACTS...Plan on slippery road conditions. The hazardous
  conditions could impact the morning commute.

Doubtful.

Per Lwx 9:11 update

Also, freezing rain potential is doubtful outside of Garrett County and guidance has definitely trended warmer with lesser ice accumulations since yesterday.
