The OKX forecast area may not see the snowfall rates that lead to the reduced visibility required for blizzard criteria.  If their snowfall predictions go up, it means that they're catching some of the heavier banding that may allow the criteria to be met.  But I would agree they definitely didn't word that correctly in their discussion.

..BLIZZARD WARNING IN EFFECT FROM 7 AM TO 7 PM EST THURSDAY...

* WHAT...Blizzard conditions expected. Travel will be very
  dangerous. Damage to trees and power lines is possible. Total
  snow accumulations of 9 to 12 inches, with localized amounts up
  to 14 inches, are expected.

* WHERE...East and Southeast Coastal Massachusetts as well as
  Southeast Coastal Rhode Island including Block Island.

* WHEN...From 7 AM to 7 PM Thursday.

* ADDITIONAL DETAILS...Winds gusting as high as 60 mph will cause
  whiteout conditions in blowing snow. Significant drifting of
  the snow is likely. Scattered to widespread power outages are
  anticipated.

That's frustrating if true... I see NWS as a scientific expert profession that should not be so influenced by optics in the public eye.

Have you seen all the silly winter weather advisories this season that ignored the criteria simply because it was snow during commute time?

NWS Finnally Upgraded to what's we've talked about for days.  And what Ray has said for a week+.  10"-14" / 16".  

 

* WHAT...Heavy snow expected. Travel will be very difficult to
  impossible. Total snow accumulations of 10 to 14 inches, with
  localized amounts up to 16 inches, are expected. Increasing
  westerly winds with times with gusts up around 40 mph, downed
  tree limbs and power outages are possible.
