The same bird fart QPF in winter would have him doing naked snow angels, but right now the drought has gotten to him when it comes to rain.i don't know what you mean.. In winter .05 can certainly = an inch or two of snow. .05 of rain doesn't do a thing . It doesn't even wet down dust.
