See here:https://www.youtube.com/watch?v=ViKYFsN3p24 They are not dust devils over water since it was cloudy and early in the day and these are too small in diameter really for conventional waterspouts. I've seen videos before on small lakes under similar conditions, and I said then "it's too small for a true waterspout!" So this explains it.
