The air aloft must still be very dry and taking a while to saturate, as the precipitation reaching the ground is nowhere near as heavy as the reflectivities would suggest. 00Z ALB sounding is very dry in mid-levels. That warm layer is temporarily being eroded away due to evaporational cooling. WAA will win out as the night progresses though.

All snow, but rather light; probably about 15-20 dBZ intensity even though radar is indicating 30+ dBZ across much of the area.
