The National Weather Service in Sterling Virginia has issued a

* Severe Thunderstorm Warning for...
  Northwestern Washington County in north central Maryland...
  Northeastern Allegany County in western Maryland...
  Northeastern Frederick County in northwestern Virginia...
  Morgan County in the Panhandle of West Virginia...
  Berkeley County in the Panhandle of West Virginia...
  Northeastern Hampshire County in eastern West Virginia...

* Until 800 PM EDT.

* At 704 PM EDT, severe thunderstorms were located along a line
  extending from Paw Paw to near Greenwood to 9 miles northwest of
  Winchester, moving northeast at 30 mph.

  HAZARD...60 mph wind gusts.

  SOURCE...Radar indicated.

  IMPACT...Damaging winds will cause some trees and large branches
           to fall. This could injure those outdoors, as well as
           damage homes and vehicles. Roadways may become blocked by
           downed trees. Localized power outages are possible.
           Unsecured light objects may become projectiles.

* Locations impacted include...
  Johnsontown, Valley View, Berkeley, Fishers Bridge, Oakland, Big
  Spring, Cross Junction, Falling Waters, Jones Springs,
  Williamsport, Unger, Gore, New Hope, Pecktonville, Cherry Run,
  Glengary, Omps, Greenwood, Gainesboro, and Spruce Pine Hollow.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Remain alert for a possible tornado! Tornadoes can develop quickly
from severe thunderstorms. If you spot a tornado go at once into the
basement or small central room in a sturdy structure.

For your protection move to an interior room on the lowest floor of a
building.

A Tornado Watch remains in effect until 800 PM EDT for western
Maryland...northwestern Virginia...and eastern and the Panhandle of
West Virginia. A Tornado Watch also remains in effect until midnight
EDT for north central Maryland.

* At 709 PM EDT, a severe thunderstorm capable of producing a tornado
  was located over King George, moving northeast at 25 mph.

  HAZARD...Tornado.

  SOURCE...Radar indicated rotation.

  IMPACT...For those in the direct path of a tornado touchdown,
           flying debris will be dangerous to those caught without
           shelter. Damage to roofs, siding, and windows may occur.
           Mobile homes may be damaged or destroyed. Tree damage is
           likely.

* This dangerous storm will be near...
  Nanjemoy Creek, Dahlgren, and King George around 715 PM EDT.

Other locations impacted by this tornadic thunderstorm include
Weedonville and Berthaville.

I tried to get a good view of it from the backside after it passed over me.  Too many low level clouds obscuring the base.  Definitely saw some lowering between clouds, but couldn't see it well enough to see if it was rotating or not.

Edit:  It was really trying to get its act together when it went over me.  The updraft that formed the hook was directly overhead and I saw the associated rain shaft form directly overhead.  There was a ton of vorticity, but nothing organized until after it passed me.

I think that the original meso occluded - you can see a northwest motion in loops.  A new one has been trying to form over Columbia but has struggled to organize. 
 

The rain is legit, though.  Incredible flooding in my neighborhood
