Let's get back to some basic meterological reasoning here. An extremely anomalous low level jet nearing 80 knots at 925 off the Ocean originating from the southeast with a negatively tilted ULL  is going to flush out any mid-low level cold in the CP.  Where the jet relaxes and inflow is forced up  higher sleet and freezing rain will happen.  Where WAA and forcing are greatest over a deep layered cold dome will probably get smoked. Congrats NYS NNE and possibly Maine depending on LL jet evolution.   I wouldn't preclude a Pre situation where someone has deep embedded cold and a conveyor belt of moisture allows them to get a good snowfall well ahead of the main system. JMHO
