The rafting and tubing companies will be fine, but I wouldn't want to be kayaking or paddleboarding in Georgetown... And as far as I can tell, the intake for DC's water is up by Great Falls and none of the local counties use the Potomac for water from any point south of that. So, it seems like the sewage problem is gross, but is unlikely to affect much other than the handful of people who use the river for recreation.
