I would say it is going to be canceled. Im guessing you are flying United Express/Trans states airlines to STL? 69 flights out of IAD for tomorrow are already canceled. Leaving PHL at 156pm even if it gets to PHL from IAD tomorrow early afternoon I dont think it even makes it back to IAD at 255pm.
