Pretty simple. What will be the highest temperature at each location for the Memorial Day weekend (+Tuesday).

DCA:

IAD:

BWI:

RIC:

HGR:

OXB (Ocean City):

Tiebreak - DCA's lowest temperature Sun-Tues

BWI: 89

IAD: 86

I think OXB hit 79 today. Also, HGR hit 89 yesterday, and so I believe that the Saturday-Sunday highs are:

DCA: 87

BWI: 89

IAD: 86

RIC: 87

HGR: 89

Ocean City is going to be a killer for a bunch of people. 87 at last report.

NWS Wakefield is included. I didn't look at their forecast for OXB beforehand, and when I did I thought my guess was dead.

UIWWildthing wins almost all of the reasonable permutations. I think there is one where I may catch him, but it is unlikely.

88 at Ocean City.

WxUSAF needs DCA at 92+ or IAD at 91+ tomorrow.

I need Richmond to go 93+ and DCA to stay under 92. (for a tie)

UIWWildthing wins all other (reasonable) permutations.

You and MrsJ deserve kudos for that pick. None of the major services had the heat extending that far east. The National Weather Service had forecast highs for the period of 95 at DCA and 79 at OXB -- ouch!
