I suspect it either fails in the senate or a bunch of states opt out of it which will lead to it never occurring. During my hs years there was a year where the clocks remained on Daylight Savings Time...it was awful. Kids falling asleep in class. Stayed mostly dark till late morning on stormy days.....kids waiting at the bus stops in complete darkness..at the far western end of the eastern time zone it will be worse with sunrise not occurring till 9AM ish.. Last week at this time we were all wrapping up 36-48 straight hours of rain with 2-3” for many and S coast double that. Then we go 7 straight days of hot, dry sunny weather and any gains we had for lawns, shrubs, gardens are gone .
