OT and time sensitive, but it's interesting looking at how the UK does warnings for snow:

color coded, road information, and smaller 'windows'-- (4-6", 8-10") 

 

and validate on kite boards exclusively

If NOAA only validated on kite boards around here our climo would change.

I am flying to london for a few days saturday night!  

some winter there, which they cope with horribly, and then back to a frigid day and an impending SWFE!

That is a nice approach...much better (I would think) for the average citizen to know what kind of impact a storm is going to have.  It's amazing to me long it can take the average person to interpret a NWS forecast.
