Thats not how it works, it can make it worse if its a little longer, but I cut mine down to 2 inches in the fall and still get it bad most years. Its a fungus lying dormant in the soil until the conditions are ripe for it to appear(long lasting snowcover). It doesnt matter if its short or long, the fungus is still there in the soil.
