That's just a radar idiosyncrasy.  You'll note that even when that doesn't happen, there's always a clear sky donut right at the radar site.

By the way, its filled in now, and its still not reaching the ground.

Ya ya Thanks. I figure too that it's because the snow is up high right now, not really reaching the ground, so as Near the actual tower it is shooting beems upward, there is nothing the first 25 miles away, and then shows snow Only because it's finding it way up high where it Is snowing.  

 

So today it's just pointing out that the snow is not near the ground.  Only up.

it's "filling in" but like Cory mentioned those areas in SW RI and Central RI still don't have snow above them and they sometimes tend to be the last spots, not sure the radar beam is an issue over there, over TAN perhaps but not RI. Just because it is snowing where I am (weenie flakes but something is falling) and that is bc there are returns over head.
