SPC can issue a new watch entirely that includes Chicago, or LOT may choose to expand the current watch into more of their CWA. (unless you are a storm chaser) At least the favorable environment for a significant tornado is somewhat localized within the Chicago area...thereby minimizing the potential aerial extent of tornado-related damage.
