It happened to me on my laptop and my tablet. Had 5-8. I hit refresh and now I'm getting up to an inch. Stuck with 5-8" for me. He was really unconvincing for the city. He stressed how the cold was delayed and any change inside the beltway would be after 6-7am and temps during snow would probably be above freezing.
