Yea that map is not impressive. A bit below average in general for most. 

Though if the city gets 25 inches compared to the last few years it will feel huge.

Agreed, My expectations have been set so low as a result of the past few years that anything within striking distance of near normal snowfall and temps, if it were to happen, would feel like a win.  Glad I enjoyed every minute of the 2000-2018 stretch while it lasted, because it sure feels like a distant memory.

This will be my last winter for a chance for a 40" snowfall in the NYC metro area.  I'll be moving to Morristown Tennessee in late Spring...

This reminds me of an old Donald Duck comic where he won the lottery but to be able to claim it he had to walk into the lottery offices walking backwards, hopping on his left leg while saying good morning in Chinese lol

It was something like that. All technical crap designed to prevent him from claiming his winnings. 

The government works in a similar fashion haha

While I agree with you, it's not necessarily planning and coordination in terms of how to handle, it's about funding. Declaring a State of Emergency opens up additional funds from state and federal levels (mostly federal, though it is a bit complicated at times). So the SOE, while I will agree becomes like crying wolf, is really about opening of resources, most of which are financial.

I think DSeagull hit the nail on the head, misappropriations of the funds.  Where there is money, there is corruption. That's why we need to elect strong leaders, who have the ambition to go after those who are bilking the system.

How about we limit how many States of Emergency can be declared per year so they are used much more sparingly?
