When I was at Millersville Univ, we launched a sounding in the eye of Sandy, but that was post-tropical at that point. Hi Wx. Outside of mountain areas (mainly Himalayas) , It happens every so often in parts of the pacific but to see one on a sounding like that is pretty damn neat.
