I mean, the set-up seems like it's there if it were about 5-10° colder at the surface. Look at the 12Z GFS, and hone in on Hours 78 & 81: http://wxweb.meteostar.com/sample/sample.shtml?text=kphl 850mb temps start out at 2C, then increase to 7C. Surface temps don't get above 38° until Hour 84. Obviously it's all rain this time, but it seems like the classic over-running scenario come winter. 0.48" precip falls during that period.
