This MAY be a Cat 5, and certainly has the look, but the Hurricane Hunters has to turn around in this final run so we may never know. 7mph going into an impoverished country?? And on Election Day So No one will know about it? Yikes. Absolutely Horrendous situation. Especially with it happening so fast, Many there might not know.
