With the winds that might accompany this event,  where is a reasonable place to put out measuring stakes?  (I could have some nice numbers if I set them  where the snow  from the solar panels will dump on them. ) Best to put out a few and average the amounts?

It's always hard to measure in blizzards, but this one will be particularly hard. You know your area the best, so put it where you think you will get the best data with large drifting

Is there such thing as a blizzard watch? Thought there was only warnings. Weren't those maps in the non banter thread providing speeds at the upper levels not the surface?

There is a Blizzard Watch, and we may see some this afternoon

A Blizzard Watch is an advisory issued by the National Weather Service of the United States which means winds greater than 35 miles per hour (30 kn; 56 km/h), mixed with falling or blowing snow, and visibilities of 1⁄4 mile (0.4 km) or less is forecast for a period of 3 hours or more. A blizzard watch is issued 12 to 48 hours before an expected blizzard event. As the forecast solidifies, a blizzard watch will either be downgraded to a Winter Storm Warning or Winter Weather Advisory for blowing snow (depending on accumulation amounts) or upgraded to a Blizzard Warning.
