it's close, you want soil temps above 50. usually forsythia blooms are a good indicator of when it is time-but keep in mind shady areas need more time (and you really don't want cold nights) -

yesterday afternoon turned out OK, was able to get a little yard work done that said, this weather sucks ass. Aside from a couple tiger lilies poking up, not much is happening spring-wise. The red maples have the usual red buds, but those take 2 months to open up.
