Just two channels one from the northwest and one due west and use the dirt to add 5,000 feet of elevation to NW Washington. Then you can get a channeling and dumping effect similar to what helps Mammoth get ~400"... well i did'nt want to sound to weenish but that was my thought as well So have I.
