He will be in good hands with all of the wonderful snow there. The base state does not apply in a place like Mammoth Lakes. They have deep powder snow 6 months out of every year, and some snow sticks around all year into the following winter. No more tracking or punting required, for the rest of his happy snow filled life! The base is already 11 feet, with a lot more to come, into late May! Increase the air pressure. Remember at higher altitudes it takes longer to cook foods? Because lower air pressure = lower boiling point. Higher air pressure, higher freezing point. THIS, is how you get water to freeze at say 45 degrees. We might need to increase the planetary gravity some. Invent gravity plating, or better yet, gravity inducing force fields. I am desperate for snow in the Mid Atlantic.

You should see the DRIFTS! They dont get a window of opportunity there. Not one. THE ENTIRE WINTER is opportunity! SIX MONTHS of wall to wall winter, deep snow and 90 mph blizzards!
