Looks like Manchin was using delay tactics and when he realized they wouldn't work anymore he decided to be honest, he was never going to vote for this, even though they cut the price in half, right down to what he wanted.
You know how they say "we don't negotiate with terrorists".....we need a version of that phrase for the likes of Manchin and Sinema.
This is yet another reason why democracy isn't the ideal form of govt to address crises like this.....an authoritarian regime that was pro environment could actually get things done no matter what these relics of the past have to say.
