JFK got over 20" in February 1983 (I think-- they always do better in strong el nino snowstorms-- same thing happened in PD2 and January 2016!) so that works for me! January 17, 1977 had a high temperature of 8° at JFK. The temperature stayed in the single digits during the afternoon of December 25, 1980.
