Deloitte is supposedly going to head up this management arm of the NCAA and determine what is right or wrong but you are right in that schools are not going to risk cheating on wrestling in fear of it hurting their big programs...so smaller sports may be cast down a bit even if they can give the full 30. The only way to make it truly fair would have to include a draft but not sure how that could ever happen.
