Yeah we can't have a homeless crisis in the winter in the middle of the worst pandemic in a 100 years. Homeless shelters would then become the perfect breeding ground for super outbreaks

I get your point but that just won't work either because hospitals would be extremely overwhelmed. That would just be disastrous because many will die that did not have to.
