inside the beltway has been heavily urbanized since the mid 20th Century - so, not really sure UHI explains it (particularly the immediate area around DCA). Maybe if you're looking at a graph of IAD or something, sure. But the location around DCA has been built up for a long, long time. That's like saying UHI explains recent changes in Central Park.
