You look in the PNS for your area to see what the others are around you, Then see your not at the top and magically you find a few more inches.

You do the best you can with what you have, In these storms with a lot of wind is very problematic to measure as you are dealing with all you mentioned, And yes, Under measuring i think happen more then over unless your in lunnenburg then you just add 6" to whatever your total is.........
