I think that dam fail was west of Phoenix. I lived there the first time for that one. It was forecasted to track almost directly over Phoenix which was supposed to get the worst of the storm, but it tracked from Yuma up the Colorado River as a tropical storm to Needles CA instead, where it was downgraded to a depression. We still got some rain, but not the 5-8 inch amounts that were originally forecast for the Metro area.
