I was thinking 60-61 also but I don't know of any tornados in 1960 or 61...on Staten Island we had a fo tornado in August of 2003 and a blizzard in February and December...Washington DC got a hurricane in 2003...
August's coldest temperature came during developing el nino years...1965, 1976, 1982, 1986 hit 50 degrees near the end of the month...1885 also got down to 50 and it looks like it was a developing el nino although brief...
I feared the strong la nina would ruin the winter...I think we get off to a warm start with some hot days in May and June like 1956, 1965 and 1996...Does the heat continue into July and August ?...If so it would be a summer like 1999...It's either one extreme or the other...
