We did manage to nickel and dime our way up to 15" or so with minor snows in January February and March. We also had snow showers nearly every day in late December during the arctic outbreak. Of course we also had the disastrous bust on 12/15 where a predicted 4 to 8" became a driving rainstorm.
Overall the 80s winters were cold but not particularly stormy and the timing was often off but we didn't have a lot of major rainstorms either. Cold and dry was the rule. Jan 82 and 85 had famous arctic outbreaks with below zero temps. Christmas of 80 was also below zero
85-86 had 2 in Feb, Jan 88 had 2. Jan 89 another. All were snow days for me. Not huge storms by any means but certainly plowable. Before 82 I don't remember but 79 had the big president's day storm
