Interesting read. Rare, but possible. From Wakefield:

 

ANOTHER INTERESTING PHENOMENA THAT IS POSSIBLE TUESDAY EVENING IS
FOR SOME BAY EFFECT PCPN ACROSS THE TIDEWATER AREA. STRONG CAA
RESULTS IN A DUE NORTHERLY WIND WITH GUSTS OVER 20 KNOTS ACROSS THE
CHES BAY. GIVEN LINGERING MID LEVEL MOISTURE WITH THE FRONT...H85
TEMPS FALLING TO AROUND -8C AND WATER TEMPS AROUND 14C...COULD
RESULT IN SOME INSTABILITY RAIN/WET SNOW SHOWERS FOR A FEW HOURS

That's got to be pretty rare for nov.

850 temps near or below -10C are pretty rare in Nov (especially during the first half). An airmass with -20 departures is rare any time of year. In January we would have highs in the teens close to the cities with an airmass like this. Might be "boring" without snow but it's pretty cool in the grand scheme.
