We have also had a lack of readings in February below 5 degrees in recent decades. I think that it is in large part due to the fact that temperatures have been rising more over time during December and February. While the temperatures have also been rising during January, we were still able to get those 1 degree readings during January 2004. The lack of 0 or below readings since 1994 has probably been a result of it becoming more difficult with rising temperatures. January has seen the slowest rise in winter temperatures relative to the other months.
