Is the Kuchera method tied in to higher snow ratios? If not, what is its purpose and is it ever right?

Here in Liberty NY in the Catskills, having just bought a new snowblower, I will be happy for 12 fluffy inches, anything on top of that amount would be gravy

I'd Say Liberty in Sullivan County in the 8-12 range but we will have great ratios too

My worst nightmare is a western trend bringing the low right up the Hudson River or western LI like March 2017 I'll be happier with tomorrow night's 00z runs but looking good so far
