Strongest March RNA on record

Please post a tutorial elucidating what is being monitored, what is RMA, how this is a 'new maximum' and what 'verified'.

It would open the door to a dialog which is thus far not happening.

Another round of strong RNA is coming up. Long range forecasting continues to prove predictable. The 14-day period centered around this thread event run forward into late March almost always repeats RNA conditions over the Pacific, as I guessed before doing the research. A study of recent big -NAO centered around its max time was the same repeat signal, and is also to verify. 

RNA is negative PNA or reverse PNA. It probably stands for something else but RNA = -PNA
