These clouds have always been around and we used to see them once in a while in Iowa after thunderstorms. There is a push ongoing now to get them classified as a new cloud type by the WMO. They are fairly uncommon, but with everyone havng access to high resolution cameras these days they are being brought to the public's attention more.

It's a stable cloud and the theory is they get their undulating appearance by strong caa/subsidence winds behind a frontal system and become "trapped" or ducted in the moist stable layer, much like a gravity wave.

Here is a neat shot of them over Cedar Rapids, IA. Very menacing looking, but relatively benign at the sfc. Not sure if they're safe for general aviation tho.
