Snowfall Ratio

I have been trying to find some information about Snowfall Ratio's . I have read some articles that say we consider the first cold temperature below the warmest layer . What if the whole column of air is below freezing ? What temperature do we use ? Surface Temps or 925mb temps , 850mb temps or what ? I have included a sounding to show the whole column of cold air in Indiana tonight and a Snowfall Ratio chart to help explain what I'm trying to figure .
