If you haven't gotten a more complete answer, its "military" time aka 24 hr time, and the z is for Zulu, aka Greenwich Mean Time. 

In EDT you either subtract 4 or 16 depending on morning or afternoon (just do whichever doesn't make it negative), and in EST subtract 5 or 17.
