It's more to highlight the potential for heavy rates and the dangers that would accompany those rates.

...Heavy snow will impact the area over the next several hours...

As of 5:00PM, moderate to heavy snow was overspreading much of
the region. Some areas were continuing to experience rain, but a
transition to all snow is expected soon where it has not already
occurred. Snowfall rates will increase quickly early this evening,
with one to locally two inches of snow per hour possible for
several hours. Very hazardous travel conditions are anticipated,
with roads likely to be snow covered quickly. Use extreme caution
if traveling this evening and tonight. A gradual improvement in
conditions is expected after midnight, with snow also potentially
changing to rain near and southeast of Interstate 95.
