Monthly WPO values (or WP - West Pacific): https://www.esrl.noaa.gov/psd/data/correlation/wp.data

 

One suggestion may be for you to plot 500mb and surface temperature departures for, say, the top 10 most negative WPO Januarys...then plot the top 10 most positive WPO Januarys.  Doing this, you will be able to see the upper air and sfc temperature patterns for the negative and positive phases of the WPO index.

These are great links. Thank you! So identifying the WPO appears to be fairly straightforward:

Ridging (positive height anomalies) south and east of Japan = +WPO

Troughing (negative height anomalies) south and east of Japan = -WPO

Yes that's part of it, but when folks reference a + or - WPO, they are most likely referring to the anomaly center in NE Siberia and the Bering Strait.  Ridging there = -WPO, Troughing there = +WPO

Ok, I see it in the graphic above. Just north of Kamchatka Peninsula. My eyes were drawn to the positive anomalies not the negative. Thanks again!

-EPO is farther east with the ridging.  For example lots of the ensembles in the 7 to 14 day range lose the -epo but maintain the very strong -wpo because the ridging is retrograding out of AK and more into Kamchatka.
