At midlatitudes I would be very cautious of applying the pressure rule to wind speed, especially with expanding TCs.  Wasn't Sandy either 940mb or sub940mb off the S NJ coast?  Cat 5's are extremely rare, but I could see a Cat 4 in that area.

Sandy also never got above a Cat 3 if we're looking at wind speeds.
