heavy rain beginning again here now after quiet most of the day. about 4" storm total so far. brays bayou here near the med center is up maybe 8 feet from baseline. photo below was from 45min ago and shows a mark along the side of the bayou where the water rose to earlier today. pic is facing north toward downtown houston which you can see in the deep background.

Harvey is forecast to produce a new water height record by several feet inside the Reservoir

RICHMOND, TX – Fort Bend County Judge Robert Hebert has issued an advisory for Fort Bend residents in and near the Barker Reservoir in northeast Fort Bend County.

“At the time of this release, the U.S. Army Corps of Engineers forecasts that the water elevation within the Barker Reservoir will reach record levels,” said County Judge Hebert. “This level would exceed last year’s Tax Day flood event by several feet. We are clearly very concerned with the potential additional rainfall tonight that could push the reservoir level higher and our Office of Emergency Management will be constantly monitoring these levels during the next 24 hours.”

Local residents are advised that when the elevation of the water reaches 95 feet in the reservoir, water will then begin to flow out of government land into the Cinco Ranch / Canyon Gate areas located within its western boundaries. This escaped flow will immediately begin to impact local roadways and private property. If Harvey produces at or above NWS forecasted rainfall amounts tonight and early Sunday, many streets will become impassable and the water will begin to threaten several thousand homes as it advances past the reservoir boundaries.

Judge Hebert stated: "Harvey continues to batter our county with its power. The potential rainfall in the next 18 hours could have long-lasting effects on the surrounding community, with water levels remaining at high levels for up to a month. We will work closely with our local law enforcement and the Army Corps of Engineers as we watch these developments.

* At 1214 PM CDT, a confirmed tornado was located over Needville, or 
  10 miles south of Rosenberg, moving north at 25 mph. This was 
  located near FM 442 and 360.

  HAZARD...Damaging tornado. 

  SOURCE...Law enforcement confirmed tornado. 

  IMPACT...Flying debris will be dangerous to those caught without 
           shelter. Mobile homes will be damaged or destroyed. 
           Damage to roofs, windows, and vehicles will occur.  Tree 
           damage is likely. 

* Locations impacted include...
  Rosenberg, Richmond, Needville, Wallis, Fulshear, Pleak, Simonton,
  Fairchilds, Beasley, Orchard, Weston Lakes and Cumings.

   Areas affected...the western FL Panhandle and Mobile Bay

   Concerning...Severe potential...Watch unlikely

   Probability of Watch Issuance...20 percent

   SUMMARY...Several transient supercell structures and weak supercells
   will move north and inland from the near-coastal waters while
   interacting with a warm front.  There is some risk for a brief/weak
   tornado or two this morning.

   DISCUSSION...Radar imagery from KMOB has shown several weak
   mesocyclones and cyclonic shear with a couple of nebulous convective
   structures the past 1-2 hours within a moisture plume streaming
   northward off the Gulf.  At the surface, a warm front has advanced
   northward into far southern MS where winds have veered to the
   southeast and temperatures have warmed into the upper 70s degrees F.
   The northward advancement of the front has been slowly partially by
   rain-cooled/processed air from the widespread convective activity
   over Mobile Bay and into the western FL Panhandle.  As a result, the
   a zone of relatively larger hodographs juxtaposed with weak
   surface-based buoyancy is located along the I-10 corridor over
   southern AL and the FL Panhandle.  The KMOB VAD exhibits adequate
   hodograph size /100-150 m2/s2 0-1 km SRH) contingent on backed east
   or east-southeasterly flow at the surface.  Once the surface winds
   veer to southerly, hodograph size diminishes and the risk for a
   tornado correspondingly lessens.

I can actually see lower level clouds streaming at a high rate ESE to WNW while upper level clouds move N to S.
