Well it helps with ML Lapse Rates 6.5 to 7.0 C/KM... There's a another decent area of decent ML Lapse Rates in the RNK CWA per SPC meso page

Still under the "nearly stationary" cell that is sitting over Montgomery Village... rain mostly moderate but occasionally heavy, hail off and on but small pea to sometimes near marble sized, lighting moderately frequently, some wind gusts at times though not of the damaging intensity... back yard has quite a bit of standing water.

LOL at Germantown included in that warning -- not a drop here and I am at Rt 355 and Rt 27, a couple miles east.  This is the most agonizing miss I can remember with a stationary severe thunderstorm literally three miles away.  Just disgusted.

Meanwhile I wasn't even in the warning in east Gaithersburg and got hailed on.

I saw the storm northeast of me and took a nap, didn't realize that it was moving Southwest, haha!

seems to me (a novice) that it isn't so much that the storm in MoCo is "moving SW", just backbuilding or extending itself ever so slowly SW... question is when will it stop doing that?

Agree that if I had a rain gauge (which unfortunately I don't), I'd think we've received a good 1.5-2 inches since this storm planted itself over Gaithersburg/Montgomery Village area.

BULLETIN - EAS ACTIVATION REQUESTED
Flash Flood Warning
National Weather Service Baltimore MD/Washington DC
351 PM EDT MON JUL 17 2017

The National Weather Service in Sterling Virginia has issued a

* Flash Flood Warning for...
  Southeastern Carroll County in north central Maryland...
  West central Baltimore County in northern Maryland...

* Until 645 PM EDT

* At 351 PM EDT, Doppler radar indicated thunderstorms producing
  heavy rain across the area. Up to three inches of rain have already
  fallen. Flash flooding is expected to begin shortly.

* Some locations that may experience flooding include...
  Pikesville, Randallstown, Owings Mills, Eldersburg, Reisterstown,
  Mays Chapel, Garrison, Brooklandville, Mcdonogh, Stevenson and
  Glyndon.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

That's funny!  The ground is spotty wet here.  Maybe .01"
