AT 414 PM CDT, A CONFIRMED TORNADO WAS LOCATED OVER SKYLINE, OR NEAR  
MANKATO, MOVING NORTH AT 40 MPH.

Also we'll have the near-sunset window when instability is still pretty good and diurnal mixing wanes a bit and low level shear ramps up.

Yeah, winds were only supposed to keep ramping up aloft into the evening.

Just a hair off from what I've seen on radar and video.
