Nws now has snow intio thursday..

 

Tonight
Snow, mainly after 2am. Low around 19. East wind around 9 mph. Chance of precipitation is 80%. Total nighttime snow accumulation of around an inch possible.
Tuesday
Snow. The snow could be heavy at times. Widespread blowing snow, mainly after 5pm. High near 24. North wind 10 to 18 mph. Chance of precipitation is 100%. New snow accumulation of 4 to 6 inches possible.
Tuesday Night
Snow. Widespread blowing snow, mainly before 8pm. Low around 16. Blustery, with a northwest wind 17 to 20 mph, with gusts as high as 32 mph. Chance of precipitation is 100%. New snow accumulation of 4 to 7 inches possible.
Wednesday
Snow. Areas of blowing snow. High near 22. Blustery, with a northwest wind 17 to 20 mph, with gusts as high as 32 mph. Chance of precipitation is 100%.
Wednesday Night
Snow. Areas of blowing snow before 11pm. Low around 16. Blustery, with a northwest wind 16 to 21 mph, with gusts as high as 37 mph. Chance of precipitation is 90%.
Thursday
Snow likely before 11am, then a chance of snow showers after 11am. Mostly cloudy, with a high near 26. Chance of precipitation is 60%.

Governor closed all SUNY campuses except for essential employees. I don't know about other state functions. I think the expectation is that demand for emergency services across the state will be so extensive that they don't want to have to commit personnel to urgent situations in areas that won't be affected.

Updated Short Term Forecast Discussion...
Snow showers are currently moving into western NY this evening
and into the southeastern portions of PA. The snow showers over
W NY will push east into our region and the showers developing
over SE PA will continue to move northward. These showers over
SE PA will be the area to watch. The heaviest snowfall rates are
still expected to develop as early as 4AM over NEPA and 6-7AM
over central NY. Heavy snow will continue to fall through the
day tomorrow and will result in extremely dangerous driving
conditions. Stay at home if at all possible. Visibilities may
fall to below a quarter of a mile and snowfall rates will be 2-3
inches per hour at times during the day tomorrow. This will
make traveling very dangerous if not deadly.

If only their accumulation forecast matched that. You have the Euro and Nam pumping 20+ through C NY on consecutive runs and they are still stuck on 10-18 for the region. By comparison BUF has 10-20 in their statements for its western most counties. BGM being too conservative IMO.
