After the March 1-2 2009 snow, my place west of RIC fell below zero on clear skies and 12" of fresh snowcover - pretty amazing given it was March.  The CVA piedmont just radiates better than most of the area around DC, especially Leesburg - where seemingly any westerly wind component at all prevents temps from bottoming out.  

AKQ (at the NWS office) hit -2 on Sunday morning after the Saturday snow - and they are well east of the fall line.  I don't think we made it to single digits up here.

That said, the inverse is often true during torch periods when I am sitting in the upper 40's and everything east of RIC is 70+.  I would guess this happens a few times seemingly every winter when rarely does CVA see consecutive nights of near or below zero temps - maybe once or twice a decade at best.

February 20, 2015 was one of those types of nights where it never quite cleared out or went calm in Northern VA. My parent's weather station in a somewhat sheltered low spot in Fredericksburg, which almost always radiates well, hit -12. DCA managed 5 and IAD hit 0.

 

Some places in Central VA radiate surprisingly well.

Band moving at 45 mph ?  That's a pretty potent punch of warm air advection.

At 639 AM EST, a band of snow was located along a line extending
from near La Vale to 8 miles west of Wardensville to near Mathias.
Movement was east at 45 mph.

Locally up to one-half inch of snow is possible with this band,
especially in the higher terrain. Snow will easily stick to the cold
roadways, which will lead to locally slick travel conditions. Slow
down and use caution if travelling this morning.

Locations impacted include...
Hagerstown, Winchester, Cumberland, Martinsburg, Frostburg,
Strasburg, Keyser, Charles Town, Moorefield, Petersburg, Westernport,
Romney, Shepherdstown, Hancock, Bel Air, Paw Paw, Bayard, Rough Run,
Municipal Stadium and Millwood Pike.

THROUGH 830 AM...

At 712 AM EST, a band of moderate to heavy snow was located along a
line extending from near Barnes Gap to Star Tannery to near Mount
Jackson. Movement was east at 35 mph.

A report of one inch of snow in one hour has been received from
Cumberland Maryland. Even where amounts are less, snow will easily
stick to the cold roadways, which will lead to slick travel
conditions.

Locations impacted include...
Leesburg, Hagerstown, Winchester, Cumberland, Martinsburg, Front
Royal, Strasburg, Thurmont, Charles Town, Woodstock, Romney,
Shepherdstown, Hancock, Paw Paw, Millwood Pike, Purcellville,
Robinwood, Brunswick and Fountainhead-Orchard Hills.

Conditions can deteriorate rapidly in winter weather situations. Be
prepared for snow covered roads. Slow down and allow extra time when
traveling.
