tropical wind estimates, difference between US and east Asia

A bit of a question here that I think is more relevant coming up in several weeks and months.

 

Here in the Western Hemisphere and I think also in Japan/China, we forecast wind intensity using 1-minute average sustained winds, which can lead to intensity forecasts of 180/190+ mph over in the Philipines from our hurricane experts. But when you look at the news reports not only in the Philipines, but also in India/Bangladesh and other areas, they only broadcast winds of 120-130mph winds, with those winds being 10-minute average sustained winds.

 

So what I am wondering is, is there an equation out there that can convert between those 1-minute and 10-minute wind forecasts so that when different sources and met agencies come out with forecasts for the same tropical cyclone, that me as an american meteorologist could be able to readily equate things and keep on the same page as foreign colleagues?
